HMDA vs DTCP Approval: What Plot Buyers Must Know
“Approved layout” is the most used — and misused — phrase in Hyderabad real estate. Here’s what the two approvals actually mean.
Who approves what
- HMDA (Hyderabad Metropolitan Development Authority) approves layouts inside the Hyderabad metropolitan region — roughly the area within and around the ORR and its notified mandals.
- DTCP (Directorate of Town & Country Planning) approves layouts in areas outside HMDA’s jurisdiction, across the rest of Telangana.
Neither is “better” in the abstract — the correct authority depends on where the land sits. A DTCP approval inside HMDA limits (or vice versa) is a red flag.
What approval actually checks
Title scrutiny, master-plan land use, minimum road widths, 10% open space reservation, and mortgage of a portion of plots to the authority until development is complete.
